供应链技术规制与企业技术创新:基于中间品进口视角

摘要:

不同于现有文献大多从关税冲击等成本角度讨论国际供应链问题,文章从技术规制视角切入,探讨强化供应链输入水平能否成为企业创新水平提高的动力源泉。理论上,文章基于新新贸易理论构建数理模型,推导出供应链技术规制影响企业技术创新水平的具体路径。实证上,文章将对中间品进口发起的技术性贸易壁垒作为供应链技术规制的准自然实验,利用中国上市公司层面的贸易数据并采用双重差分法进行检验后发现,对供应链施加技术规制会促进企业整体创新水平的提高。机制分析发现,供应链技术规制会通过中间品技术溢出效应与投入成本效应影响企业技术创新。异质性分析发现,供应链技术规制主要推动了供应体系和基础研发能力较强企业以及技术变革速度较慢行业内企业的技术创新。拓展性分析发现,供应链技术规制所引致的企业创新水平提高主要落位于创新质量与创新效率这种实质性创新内容提升上。文章研究表明,从供应端提高技术规制强度是实现生产端创新水平提高的重要手段。

Abstract:

Unlike existing literature that mostly discusses international supply chain issues from the perspective of cost, such as tariff shocks, this article takes a technical regulation perspective to explore whether strengthening the input level of the supply chain can become a driving force for improving the innovation level of enterprises. In theory, this article derives the specific pathways through which supply chain technology regulation affects enterprise innovation levels by constructing a general equilibrium model.In empirical terms, this article uses TBT on intermediate goods imports as a quasi~natural experiment to study technical regulation on supply chain. By analyzing trade data from Chinese listed companies and using the DID method for testing, it is found that imposing technical regulations on the supply chain promotes the overall innovation level of enterprises. Mechanism analysis finds that technical regulations on supply chain affect the innovation level of enterprises through intermediate product technology spillover effects and input cost effects. Heterogeneity analysis shows that technical regulation on supply chain mainly promotes innovation in enterprises with strong supply systems and basic research and development capabilities, as well as in industries with slower technical change rates. Expansion analysis indicates that the improvement in enterprise innovation level caused by technical regulation mainly lies in the improvement of innovation quality and efficiency. This study indicates that improving technical regulations on the supply side is an important means to enhance the technological level of the production side.
